Why This Report
As artificial intelligence technologies deploy at unprecedented speed globally, international frameworks face a critical inflection point: technological progress is rapidly outstripping human readiness. Hosted during the UN Global Dialogue on AI Governance 2026, the side event “AI for Every Mind: Education, Human Agency & Governance” brought together cross-sector leadership from academia, industry, government, and civil society to establish a foundational principle: Education is the true foundation of AI governance.
If societies invest only in AI infrastructure, but not in human capability, they will create dependency rather than agency. Inclusive AI governance requires education, language access, human oversight, and institutional capacity.
The session challenged conventional governance paradigms focused solely on regulation, technical standards, and software distribution. Panellists argued that without deliberate, massive investment in human capability (specifically critical thinking, ethical reasoning, and institutional readiness), governance becomes mere theatre. The consensus reached in Geneva defines a clear progression for international policy.

Core Challenges & Alignment with the UN Framework
The dialogue directly addressed five structural friction points currently facing international policy and institutional adoption:
- The Capability-Adoption Gap: Organizations and member states are allocating vast capital toward AI tool deployment while underinvesting in the readiness of the humans expected to oversee these systems.
- Symbolic “Human-in-the-Loop”: Placing individuals near automated decision pipelines without domain understanding or authority creates symbolic oversight rather than genuine accountability.
- For Teachers: Recognising when AI produces misleading content before it enters the classroom.
- For Public Officials: Understanding algorithmic bias before drafting policy.
- For Workers & Managers: Knowing when to trust, question, or override an automated recommendation.
- For Students & Leaders: Building curiosity, critical thinking, and decision-making courage over blind reliance.
- Abstract vs Applied Governance: High-level international principles (such as the UN Global Digital Compact and OECD Guidelines) often fail to translate into operational workflows for educators, small-business owners, public servants, and others.
- Cultural and Linguistic Exclusion: Scaling AI technically without integrating local context, indigenous knowledge, and non-Western languages risks deepening digital divides and eroding trust.
- Cognitive Over-reliance & Delusion: As AI systems generate authoritative-sounding outputs, users risk falling prey to cognitive biases (e.g., overestimating machine accuracy and delegating human judgment entirely).
From AI Access to AI Agency: For years, digital inclusion meant providing devices and software. AI redefines inclusion: a person can open an AI tool and still not understand how it works, when to trust it, or how to challenge it. Access allows people to use technology; agency allows people to shape what technology becomes.
The Capability Divide: The next global digital divide will not be purely technical; it will be a capability divide between those with the knowledge, language access, and authority to work with AI responsibly versus those expected simply to adapt to systems built elsewhere.

The panel discussions aligned with the following global priorities:
- Cooperation & Trust: Rebuilding institutional trust by embedding critical thinking, media literacy, and ethical reasoning as core civic skills.
- Human Readiness: Closing the workforce gap through continuous capacity-building and lifelong learning rather than one-time technical workshops.
- Responsible Governance: Translating abstract international principles into practical, 5-pillar workflows for everyday boardrooms and classrooms.
- Inclusive Access: Overcoming Western-centric AI bias by integrating local languages, cultural contexts, and indigenous knowledge assets.

A. Keynote & Institutional Framing
- Ambassador Prof. Muhammadou M.O. Kah (Vice Chair, UN CSTD; Ambassador of The Gambia): Emphasised that skipping steps along the capability chain renders governance ineffective. He noted that in five years, national success will not be measured by the number of AI tools deployed, but by whether every learner has the confidence and agency to ask “On what basis?” and “Who is accountable?”. He highlighted that governance is won or lost at the margins, reaching marginalised learners rather than focusing solely on technological frontiers.
“I think artificial intelligence has an opportunity not only to look at the formalism of education, but also to look at informal, indigenous, and traditional knowledge that we have in our societies that have been there for millennia and passed over generations. How do we codify that knowledge asset to get into mainstream global knowledge? That is where the opportunity is.”
B. Other Panel Highlights
- Dr. Smrite Goudhaman (Global Professor of Practice, Golden Gate University):
Defined true access not as app downloads, but as access to confidence and trust. Drawing on India’s digital public infrastructure and UNESCO-recognized programs, she noted that technology scales through software, but impact scales through human capability and cultural trust.
“Through education, research, industry collaboration and global dialogue, our common purpose is to ensure AI is not only accessible but meaningful, inclusive, and responsible because technology may create the opportunity, but it is the human capability that will determine its impact.”
- Dr. h.c. Nektar Baziotis (CEO, ICARUS AI Inc.):
Deconstructed the “human in the loop” phrase, warning against placing workers near algorithms without real authority or understanding. He asserted that when tools scale faster than human judgment, institutional risk grows quietly.
“How will we battle AI when AI knows so much more than we even can think of? This is the real question. And this is how we should treat ourselves in the now and the future generations.”
- Mr. Piyush Raut (Graduate Researcher, Golden Gate University):
Framed AI literacy as modern digital literacy focused on critical questioning rather than mandatory coding. A teacher needs to spot hallucinations, a public official needs to detect algorithmic bias, a student needs curiosity, and a leader needs judgment.

- Prof. Yale Li (Co-Founder & Executive Chairman, WDTA):
Introduced the Enterprise AI Readiness Framework (Leadership, Capability, Governance, Culture, Continuous Learning) and the DigiBridge Initiative launched at the UN STI Forum. He emphasised that enterprises must stop asking “Is AI ready?” and start asking “Are our people ready?”
“Too often companies ask: Is AI ready? We must ask: are our people ready? Organisations can buy the most advanced models […] However, if leaders do not understand the systemic risk and the workers do not know when to challenge algorithms, AI creates more liability than value. Governance succeeds or fails based on human readiness.”

Synthesised the session through the fact that we need to collaborate and empower each other to harness the benefits of AI in education.

Strategic Commitments & Roadmap Forward
To move beyond high-level principles into measurable, international action, the co-organising partners and panel committed to four core pillars:
The Four Geneva Commitments:
- Recognise Education as the Governance Cornerstone: Reframe AI policy so that educational infrastructure and human capacity building are funded as primary governance requirements.
- Equal-Investment Principle: For every financial and structural investment made in AI technology and deployment, institutions must make an equal investment in human capability.
- Operationalise Readiness Frameworks: Translate abstract principles into concrete, 5-pillar workflows for boardrooms, classrooms, and public institutions.
- Connect AI Governance with Data Governance: Ensure data privacy, non-bias, indigenous knowledge codification, and equitable data-benefit sharing move in tandem with AI adoption.
Call to Action
The session calls on governments, academic institutions, enterprises, and civil society organisations to put people and education first, empowering future generations to engage with AI confidently and responsibly.
